Section 170.404 of the 21st Century Cures Act Final Rule
With respect to the technical and business documentation requirements described in 170.404, these go beyond the core technical public API documentation that EMR Direct provides. Interoperability Engine's publicly accessible API documentation for 2015 Edition criteria, available at http://www.interopengine.com/2017/open-api-documentation, contains the core technical documentation needed by third party client app developers to develop, register, and use their apps. This is only part of what is required by 170.404, as detailed by ONC here in the Regulation Text tab:

When using EMR Direct as relied upon software, implementers will generally need to supplement this documentation with any other business and technical documentation required under 170.404 that is not part of EMR Direct's core technical documentation. This generally would include things such as the implementer's terms and conditions for using the API, information about fees charged, information about the implementer's product varies from EMR Direct's core documentation (if applicable), how users get end-user credentials, or other documentation required by the regulation.
